U.S. Law Enforcement: Leader of U.S. Nazi Terror Group is a Russian Spy

Rinaldo Nazzaro aka ‘Norman Spear’, formerly of New Jersey, is now living in St. Petersburg, Russia. The founder of the U.S white supremacist domestic terror group is a Russian intelligence asset with previous connections to U.S intelligence agencies, according to documents, intelligence analysts, U.S. law enforcement sources, and former members of The Base.

The leader of a violent U.S. Nazi, white supremacist domestic terrorist group was affiliated with U.S. defense and intelligence agencies before becoming an asset of Russian intelligence, documents, U.S. intelligence and law enforcement sources, and former members of The Base say.

U.S. law enforcement and intelligence sources insist Rinaldo Nazzaro, aka ‘Norman Spears’ and ‘Roman Wolf’, the founder of the “The Base”, is currently “not one of us,” according to two U.S. federal law enforcement and intelligence sources with direct knowledge of the U.S. investigation of The Base terror activites in the U.S.

The Base and Rinaldo Nazzaro are central to a tangled web of covert U.S. government law enforcement and intelligence operations, private U.S. defense and intelligence contractors, the Russian intelligence services, and a Nazi, white supremacist violent terror group whose members have plotted murder and terror attacks in the U.S. and ammased an arsenal of weapons intent on launching a ‘race war.’

“He is not an American asset,” said one U.S. source with direct knowledge of the federal government investigation of The Base. “He is working with the bad guys but covers his tracks very well,” the source said, referring to Russia, adding currently “He is a major target” of U.S. intelligence and law enforcement.

The sources declined to answer if Nazzaro had previously worked for any U.S. government agency.

Nazzaro created a U.S. based terrorist organization and incited and instructed his subordinates to carry out violent terror attacks in the United States.

If Nazzaro is, in fact, a Russian operative, that would escalate Russian intelligence operations well beyond cyber hacking of United States elections, placing Vladimir Putin’s Russian government as funding and organizing armed, violent, military terror attacks on United States soil.

The FBI arrested 7 members of ‘The Base’ in January on a plethora of domestic terrorism crimes, including conspiracy to commit murder and plotting to launch armed terror attacks charges–three in Georgia, three in Maryland, and one in Wisconsin. Earlier, in November 2019, the FBI arrested a Base New Jersey resident, Richard Tobin, for directing the desecration of houses of worship in Michigan and Wisconsin on September 21, 2019. Mr. Tobin, according to federal court records, is cooperating with authorities and the information he revealed to the FBI was central to the arrest of the seven other Base members on January 16 and 17, 2020.

U.S law enforcement sources with direct knowledge of the U.S. federal law enforcement investigation said this week that they are “rolling up the bad guys” and “there is more coming” in “cases all over the country.”

Rinaldo Nazzaro founded The Base, a United States domestic terrorist organization with, according to four current and former members of the group, “50-60 members”, in July 2018–the same month he moved to St. Petersburg, Russia. Nazzaro has directed the activities of the U.S. terror group from Russia ever since.

Currently, Nazzaro lives in St Petersburg with his two children and his wife, Lyudmila V. Sergeyeva, a U.S. and Russian dual citizen.

Previously, the couple maintained homes in New York city, New Jersey, Northern Virginia, and Washington, D.C. before moving to Russia in July 2018, according to documents, government records, intercepted social media posts, U.S. law enforcement and intelligence sources, and four former or current members of The Base.

In January, ‘The Base” founder, using the online alias Norman Spear, was revealed by journalist Jason Wilson of the Guardian newspaper to be Rinaldo Nazzaro, 46, an American citizen originally from New Jersey.

Nazzaro has directed the terror groups operations from sanctuary in Russia since its inception.

The Base is considered to be one of the most violent U.S. domestic terror groups by federal law enforcement authorities, and has actively recruited members over social media, neo-Nazi and white supremacist extremist web sites to commit acts of violent terrorism in the United States.

Nazzaro has claimed to be an Afghanistan and Iraq war veteran; a “former CIA field intelligence officer”; and a “Defence studies expert”; among other self descriptions which are not independently confirmed. U.S. military records show no one with the name Rinaldo Nazzaro, with his verified New Jersey issued social security number or date of birth has ever served in any of the five branches of the U.S. uniformed services.

Nazzaro encourages white supremacists who gather online to organize in real life and carry out ‘Lone Wolf” violent terror attacks on U.S. soil.

“He was telling us he was a defense contractor and that he did two tours in Afghanistan,” said a member of The Base in a February 2020 interview. The former Base member left the organization in 2019. “The overarching theme was he wanted people to get together in real life formed in regional cells.”

“Nazzaro was always trying to herd people” on their online encrypted discussion boards. “Norman’s big theme was all groups could have cross membership. As more and more mainstream people left the group, that is when the extremists started talking about ‘let’s get together and do crimes.’ Those voices were AWD.”

AWD is the acronym for The Atomwaffen Division, a Nazi, white supremacist U.S. domestic terror group which has a number of cross memberships with the Base. The Atomwaffen Division is linked to at least 5 murders since 2017 and a number of foiled violent terror attacks in the U.S.Both the Base and AWD goups openly advocate for lone wolf terror attacks against houses of worship, schools, and mass killing of civilians to spark a race war in the U.S.

“From when the Base was founded, people in the chat rooms were saying his IP address was in St. Petersburg,” said one former Base member. “It was very common knowledge he was living in Russia. You could easily sell me his job was to sow chaos–that the Base was a ‘honeypot.'”

While U.S. intelligence and law enforcement sources directly involved in the arrests of the 8 Base members since November 2019 insist that Rinaldo Nazzaro aka Norman Spears “is not one of us,”–the contention being he is not currently working for or an asset of U.S. law enforcement or intelligence services–numerous U.S. state and federal government documents, photographs, and other sources suggest that at one time Rinaldo Nazzaro was working for the United States government.

Other documents and sources suggest strongly he is now working with the Russian intelligence services, and has directed the operations of ‘The Base’ from St. Petersburg, Russia since the founding of the U.S. terror group in the summer of 2018, advocating, organizing, and inciting the members of the white supremacist, neo-Nazi domestic terrorist group to carry out violent attacks and murders in the United States to spark a race war.

Questions remain whether Rinaldo Nazzaro may have been, at one point, a double agent, working for both the U.S. and Russian security services. Other unanswered questions are whether Nazzaro was once working with the U.S. and then ‘flipped’, becoming an asset of the Russian intelligence services.

What is confirmed is that currently Rinaldo Nazzaro is working for Russia and operating a violent neo-Nazi, white supremacist organization directing violent terror attacks on U.S. soil from St. Petersburg, Russia, according to U.S law enforcement and intelligence sources.

Nazzaro has described himself as a “former CIA field intelligence officer”; a “Defense expert”; “Defence studies expert Dr. Norman Spear”; a “Northwest Migrant” ( a reference to the creation of a white ethnostate in the Pacific Northwest); and a “Northwest Front activist’ in various online postings.

In archived video and audio lectured by Nazzaro, under his alias ‘Norman Spears’, he is self-described in one April 11, 2019 video titled “theory behind asymmetrical warfare” as a “Defense Studies expert and former CIA field intelligence officer.” In other videos and audio social media posts titled “Guerrilla Warfare Theory: Welcome to the Underground”; “Guerrilla Warfare Theory: Leaderless Resistance”; Guerrilla Warfare Theory: Sabotage” and Guerrilla Warfare Theory: Lone Wolf Operations”, among others, Nazzaro, using his online aliases ‘Norman Spears’ and ‘Roman Wolf”, has hours of posted audio and video lecturies on strategies for conducting terrorism in the United States.

Nazzaro has no documented records of employment since the turn of the century, until the incorporation of the Omega Solutions International LLC on January 24, 2002 in Virginia, according to Virginia state records, which lists “Ronald Nazzaro” as “President” and links telephone numbers and addresses that trace back to being registered to “The Base” founder under his birth name, Rinaldo Nazzaro, according to Virginia incorporation documents. The company was registered by a legal firm in Virginia with a mail drop address.

Nazzaro’s company–of which he is listed as the sole officer, was later incorporated in New York State, Washington, D.C, and California.

Nazzaro’s company, Omega Solutions International LLC, was subsequently incorporated in New York State in 2009 and Washington, D.C. in 2014.

In August of 2014, Washington, D.C. government company incorporation records for Omega Solutions International LLC describe Nazzaro’s Omega Solutions International, in which those government documents also list him as the only registered officer, as providing services including “server software for use in a proprietary computer system for providing unified operational intelligence awareness to command centers and intelligence analysts via automated information sharing and data processing.”

Omega Solutions International was incorporated in New York State on September 25, 2009 with a law office mail drop address in Buffalo, New York and a company address in New York City, which is also a postal mail drop for a law office that specializes in company registrations.

In the September 2009 New York State incorporation registration records for Omega Solutions International LLC, Rinaldo Nazzaro is again listed as the only company officer in the state incorporation records. Real estate and phone number records attached to those official state government documents also trace back to Rinaldo Nazzaro, the founder of ‘The Base.”

In addition, Omega Solutions International LLC is listed in both New York and federal government official documents as being “an approved government supplier” with a “Cage Number” of 61PL9.

CAGE numbers are exclusively issued by the U.S. Department of Defense “Defense Logistics Agency” and stands for the “commercial and government entity” program. A CAGE number is a required pre-approval designation for private contractors, companies, and entities who receive funding from the U.S. Department of Defence budget.

“A CAGE code is a five-character alpha-numeric identifier that belongs to a nonproprietary system created by DOD,” according to a report by the non-partisan Congressional research arm, the Congressional Research Service.

“The CAGE Branch of the Defense Logistics Agency (DLA), which is the only authorized source of these codes, assigns CAGE codes to entities located in the United States or its outlying areas. A CAGE code is a five-character alpha-numeric identifier that belongs to a nonproprietary system created by DOD,” according to a 2016 Congressional Research Agency, an independent non-partisan government research branch which provides documented studies to elected members of Congress.

“CAGE codes of its (the company) immediate owner and its highest-level owner in the applicable solicitation provision The immediate owner is “an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.The highest-level owner “is the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner,” read sthe CRS report.

In the Omega Solutions International LLC website, OSIHQ.com, attached to 2009 New York state incorporation documents, list Nazzaro as the company contact. Virginia, New York, and Washington, D.C. incorporation records for Omega Solutions International list Nazzaro as the only registered corporate officer. The OSIHQ.com website was deleted the same day in January 2020 that Nazzaro was identified publicly as the founder and leader of the Base. The New York State company documents describe Omega Solutions International LLC as “a security consulting firm specializing in intelligence, counterterrorism, and counterinsurgency. Our associates have worked with various government and military agencies. We assist clients worldwide with analysis, training, information management, and risk assesments. OSI is small but experienced ensuring dedicated personalized support at a competitive cost. Discretion, professionalism, and customer service are the foundations of our operations.”

The name listed on these corporate documents and by the Department of Defense Defense Logistics Agency is Rinaldo Nazzaro, and describes the company as providing “Goods and Services (of) downloadable cloud-based and client-based server software for use in a proprietary computer system for providing unified operational intelligence awareness to command centers and intelligence analysts via automated information sharing and data processing.”

In addition, Omega Solutions International LLC is listed as an “Approved US Government Supplier,” according to the US Federal Central Contractor Registration records, the New York State incorporation papers, and the Department of Defence, Defense Logistics Agency records current as of January 2020.

In the New York state company incorporation documents which list Rinaldo Nazzaro as the only officer, the provided contact link to their webpage also reads “Situational awareness is the corerstone of effective command and control. OSI has expertise in every link of the information management chain from collection to analysis to dissemination. Additionaly OSI has designed a proprietary C2I system called Watchtower which establishes a common operating picture for command centers and intelligence analysts at all eschelons. Watchtower’s practical functionality and intuitive user interface are the results of lessons learned from multiple real world missions….”

C2I is a U.S. military acronym for “Command, Control & Intelligence.” It is also used by the computer security industry regarding cyberwarfare, refering to the influence an attacker has over a compromised computer system that they control.”

Nazzaro and his Omega Solutions International LLC were taken to court by another defence contractor and stripped of their use of the ‘Watchtower” trademark in 2016.

In other January 2017 company registration papers, Omega Solutions International describes its services as “Consulting services, namely security consulting specializing in command, control, and intelligence for homeland security, counterterrorism, counterinsurgency missions, hostage rescue negotiations, psychological operations, public affairs, and computer forensics; consulting services for planning, training management, and, and strategic risk assesment related to security.”

Rinaldo Nazzaro maintained residences in Arlington and Fairfax counties in northern, Virginia at the time, as well as in the Flatiron district of Manhattan, New York City and North Bergan, New Jersey.

Nazzaro, now 46, attended an elite private Catholic high school, the Delbarton School in Morristown, New Jersey, graduating in 1991. The school, run by the Benedictine order of Catholic monks, is among the most expense schools in New Jersey with an annual tuition cost of $37,900.

Delbarton school records show Nazzaro donated to the school as recently as 2019. Photographs published of Nazzaro by the Delbarton school official newsletter show Nazzaro on several occasions.

Sergeyeva and Nazzaro were married on July 14, 2012, according to marriage license issued in Manhattan, New York City records.

Nazzaro then enrolled in the elite Villanova University outside Philadelphia Pennsylvania and majored in philosophy until he dropped out prior to graduation in 1994.

Nazzaro next appears as a “intern” and “research assistant” at the far right wing Washington think tank, the National Defense Council Foundation (NDCF), located in Alexandria and Arlington, Virginia, in 1999. The NDCF was founded and run by former U.S. Army Special Forces Veteran Major Andy Messing. It’s board of directors has included former U.S. Army general John Singlaub, Edward Landsdale, and former U.S. Army Lt. Colonel Robert K Brown, founder and publisher of Soldier of Fortune magazine. (Full disclosure: I was once the Southeast Asian correspondent for Soldier of Fortune, which I know to be by far the best publication of it’s genre).

The NDCF is known to have strong links to U.S. intelligence and defence agencies from the right wing spectrum of American politics. Messing was deeply involved in support for the “Contras” in Nicaragua and right wing forces in Guatamala and El Salvador in the 1980’s, and worked closely with Oliver North, of Iran-Contra noteriety and other far right military and intelligenc figures.

The NDCF encouraged young right wing activists to work as interns and is known to have been a recruiting ground for U.S. defense and intelligence agencies while Nazzaro was there in 1999. Nazzaro and NDCF founder Andy Messing co-authored op-ed articles for the Washington Times newspaper at the time and Nazarro wrote at least one opinion piece as a singular byline in March 1999.

In the two decades since, Rinaldo Nazzaro has dropped off the radar screen, and has nearly no social media footprint, no records of employment, no current drivers license, and owns no vehicle, according to reliable data base search sites.

An entity that is required to be registered in SAM, or to have a DUNS number, must also provide, if applicable, the names and CAGE codes of its immediate owner and its highest-level owner,” according to the CRS document. “The immediate owner is ‘an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.’ The highest-level owner “is the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.”

In 2016 U.S. government documents of the Patent and Trademark Agency, Omega Solutions International, which names Nazzaro as the only officer and provides contacts which match his home addresses and personal cell phone number, describe the services offered by Omega Solutions International as “consulting services, namelysecurity consulting specializing in command, control, and intelligence for homeland security,, terrorism, counter insurgency missions, hostage rescue/negotiations, psychological operations, public affairs, and computer forensices, consulting services for planning, training, information management, and strategic risk assesment related to security.”

“Guerrilla warfare is not simply an excersize in nihilism. Rather it is politica via extra constitutional means, ” said The Base founder Rinanldo Nazzaro aka Norman Spears in an audio recording first posted on You Tube on May 21, 2018, where is self-identified as a ‘Northwest Front activist and defence expert’. “Therefore, at the heart of any guerrilla war is a revolutionary political struggle a revolutionary political struggle seeking tangible political goals. Guerrillas represent the fighting military wing of a revolutionary political movement….During a revolutionary political struggle, before victory is achieved, the military wing of the movement must neccesarily be clandestine.”

“To preserve the firewall, a form of encrpted communications is required. … the underground is where the above ground are transferred to for their self-preservation. However this transition is often a one way street as it is usually permanent once a revolutionary is officially declared an enemy of the state,” said Rinalso Nazzaro using the alais Norman Spear in an audio broadcast titled Guerrilla Warfre Theory: Welcome to the Underground in May 2018. “However, such a fate may also befall the above ground wing in its entirety when the enemy declares it a terrorist organization. However revolutionaries should be emboldened rather than disheartened if this becomes the case. It means they are winning.”

The use of the spelling of the word ‘defence’ in his own biography raises more questions. ‘Defence’ and ‘defense’ are different spellings of the same word; yet belong to different forms of the English language. Defense is used in American English, and defence is used in British English. The Russian intelligence services are known to use British English in their writings and Russian intelligence English language training of intelligence operatives is conducted by instructors trained in British usage. In contrast, the U.S. defence and intelligence agencies use the spelling ‘defense.’
